Adrian Daryl Baskir, Chair

Region: UK with significant international experience in many markets

Qualifications: B.Bus.Sc (Hons)(UCT), FIA

Experience: 33 years including 21 years in health insurance. Adrian is Chief Underwriting Officer at Bupa in the UK where he has worked for over 10 years and has been in his current role since 2019 having previously been Chief Actuary in International Markets. He is currently Chair of IAAHS and a Member of the IFoA Health & Care Board. He was a founding member of the Covid-19 Actuaries Response Group. He was previously President of the Actuarial Society of South Africa in 2006/7 and served on the IFOA Council. He moved from South Africa to the UK in 2009 and lives and works in London.

Alexander T. Leung, Vice-Chair

Qualifications: MBA (UC Berkeley), BSc in Mathematics (UCLA), Fellow of the Society of Actuaries

Experience: Co-founder of OneDegree, an insurtech company with presence across Asia and an insurer in Hong Kong. Prior to starting OneDegree, Alex was in leadership roles at a number of successful health and insurtech startups in the U.S. and Asia. He also had been a consultant with the World Bank and Deloitte Consulting.

Expertise: Social impact, health care strategy, long-term care, product development, actuarial analyses, competitive strategy, operations improvement, and pricing analytics

Aldona Skucaite, Secretary

Region: Lithuania

Qualifications: Masters in Actuarial Science (Vilnius University), PhD in Mathematics (Vilnius University), Full (qualified) member of Lithuanian Society of Actuaries (Lietuvos aktuarų draugija)

Experience: Aldona started her career as actuary in one of the largest life insurance companies in Lithuania. Her work included pricing and risk management of life and health products. Currently Aldona is mainly involved in educating of future actuaries in Vilnius University. She is also an active member of IAA Social Security Committee.

Ed Pudlowski, Treasurer

Region: US

Qualifications: Associate of the Society of Actuaries, Member of the American Academy of Actuaries, Fellow of the Conference of Consulting Actuaries (CCA), BS in Applied Mathematics (Indiana University of Pennsylvania).  Ed was the 2019 President of the CCA and chairs its Healthcare Community.  He also serves on the Strategic Planning Committee of the International Actuarial Association (IAA).  

Experience: Ed has more than 35 years of experience developing human resource philosophies and supporting strategies to improve employer’s return on their investment in human capital.  Prior to founding MorningStar Actuarial Consulting, Ed was Chief Operating Officer with American Fidelity Administrative Services, LLC, a Partner with Ernst & Young, a consultant for two large consulting firms, Mercer and Buck Consulting, and the Assistant Actuary for a large health insurance company.

Willem C. Claasen

Region: Europe, Middle East and Africa

Qualifications: Bcom (Insurance Science), Fellow of the Institute & Faculty of Actuaries, Fellow of the Actuarial Society of South Africa

Experience: 22 years full time medical insurance experience.  Initial experience in Southern Africa, incl. one year as Head: Marketing & Sales of a health insurer.  Since 2012 in Switzerland and focusing on EMEA.  Head: Medical Reinsurance EMEA for Swiss Re.

Expertise: Consulting, benefit design / product development, pricing, reserving, valuing the impact of managed care programs, risk-adjusted medical provider cost comparisons, marketing, structuring of reinsurance solutions.

Luis Maldonado

Region: USA, Puerto Rico

Qualifications: Fellow of the Society of Actuaries, Member of American Academy of Actuaries

Experience: 10 years in BCBS health plan working on actuarial, group business, underwriting and statistical analysis and 10 years as Consulting Actuary.

Expertise: Luis has assisted clients from different spectrums of the healthcare industry. This includes work with insurance carriers, health plans, hospitals, IPAs, employer groups, brokers, and PBMs. His projects have involved calculating premiums, reviewing capitation contracts, analyzing benefit changes, and financial projections, among others. He also has a strong knowledge of Medicare Advantage Prescription Drug plans.

Kevin Manning

Region: Ireland

Qualifications: Fellow of the Society of Actuaries in Ireland, BA (Joint Hons) English Literature and Mathematics, Trinity College Dublin

Experience: A Principal with Milliman, Kevin has been a consulting actuary in the health and life industry in Ireland since 2007.  Prior to this he had a number of actuarial roles with a leading Irish insurer.

Expertise: Solvency II, Technical Provisions / Reserving, Risk Capital, Risk Equalisation, ORSAs, New Company authorisations, M&A

Lisa Morgan

Region: Global (based in Switzerland)

Qualifications: Fellow of the Institute and Faculty of Actuaries (UK), Postgraduate Diploma in Actuarial Management (Cass Business School, UK), BSc in Actuarial Science (University of the Witwatersrand, South Africa)

Experience: Lisa is a Technical Officer at the ILO’s Impact Insurance Facility. She provides expertise on health insurance in the public and private sectors. She has two decades’ experience in actuarial and related work in Europe, Africa and Asia. Before joining the ILO, Lisa worked in Milliman’s London Health Practice and at PricewaterhouseCoopers in the Actuarial Benefits and Insurance team.

Pedro Pacheco

Region: México

Qualifications: Bachelor in Actuarial Science (Anáhuac University), MBA (Instituto Tecnológico Autónomo de México), President of Colegio Nacional de Actuarios (México 2013-2015) and President of Asociación Mexicana de Actuarios (1996-1998)

Experience: Pedro had been a Life and Health Director in MAPFRE Tepeyac, CEO of Zurich Life México, CEO of AIG Life México, and currently the CEO and co-founder of Prevem Seguros ( A&H Company ) and member of the Board of Argos (Life Insurance), ANA (Automobile Insurance), GMX (Property and Casualty Insurance) and MAS SERVICIOS (Assistance Company), all companies of Grupo Valore Mexican Insurance Group. He is a professor of Life Insurance and Finance at the Faculty of Actuarial Science of Anáhuac University since 2003 , and was a professor at the Masters in Insurance program of ITAM from 1997 until 2007.

Stuart Rodger

Experience:  Stuart is now a company director after more than forty years working as an actuary and business leader. Previously a partner in Deloitte and the leader of the Australian firm’s health actuarial and health insurance businesses, his career has focussed on health and health finance for nearly two decades. Earlier he worked for several financial services companies in different countries.

Jerry Brown, IAA Delegate

Qualifications: BS Mathematics (WPI), Fellow of the Society of Actuaries, Member of the American Academy of Actuaries, Past President Society of Actuaries, Member, IAA Executive Committee

Experience: 18 Years at State Mutual Life, with responsibility for all actuarial functions, 3 years with Milliman in the Boston Office, 18 years as Executive Vive Prexident and Chief Actuary of Mutual of America.  Retired in 2015, but currently serving as an expert witness in life insurance related cases.
